PLEA — Legal Evidence Architecture

5 levels. Progressive evidence.

Inspired by the ICC situation/case distinction. Allows documenting phenomena as a situation before asserting a perpetrator.

L1 — Situation

Instrumentally documented phenomenon. Record of measurable anomalies without attribution.

L2 — Pattern

Temporal and spatial correlation established. Demonstrable recurrence and comparative baseline.

L3 — Mechanism

Mechanistic plausibility demonstrated. Bioeffects documented with scientific literature.

Source identification. Probabilistic geolocation, instrumental correlation and contextual analysis.
